Taser Use By Police

How can repeal the laws of non-victims of crime and prevent the government "police" to act like bullies?
Now there are plenty of videos of the criminal conduct of police officers available online. Police departments routinely use torture devices (Eg, taser) and assault (they use the euphemism "strike") persons who have not committed a crime (though may have violated one of thousands of victims crime "laws," providing sufficient justification for legal positivist amoral fascists). How can we repeal all laws against the victims crimes and get government employees called the police under control?
First, the Taser is not an "instrument of torture" is a means of subduing an uncooperative suspect without killing him. It is certainly less harmful than a nightstick or a gun. With violent drug users as common as they are, officials should restrict anyone who may pose a threat as there are very few of them and the thugs of many. Some officers get out of control. Government. wages, and risks obscene, probably. However, the officer rank and file deserve their respect and support, not criticism. The system needs to be repaired, but it is not at the level you are viewing.
