Tazer Old people and kill them- Is this how we save Social Security?

A decorated Vietnam Vet, 62 years old was killed over the weekend by Police in PA. He was tazered for being angry- no weapons no reports of violence.In fact he called police and sounded mental- he thought his neighbors were making fun of him. He died a short time later- his heart gave out from 2 stun gun shocks.
I am asking why? Why can't they just pepper spray old people and take them by force like they did in the old days?
We have a lot of mental illness and Alzheimer's up north here and I hate to see more old people tazered cause it is the EASY way for cops!
