Has anyone ever purchased a stun gun? Was it as effective as hoped?

My friend just to find a job in a tough neighborhood and I want her to be safe. I want him to stun gun / taser from somewhere (probably eBay), but I do not know what to do. What is your experience with different brands and models? How much do you need voltage to make it effective?

My hubbies I have one, but I've never used. He said for a high voltage and use it for a few seconds and then executed.
